Chelsea interim boss Guus Hiddink has revealed that the two will available for the game but he is yet to decide if he will start Hazard.
Costa limped out of Chelsea's home draw with Everton last weekend with a bruised shin while Hazard has been missing for a while.
Chelsea interim boss Guus Hiddink has revealed that the two will available for the game but he is yet to decide if he will start Hazard.
"He has been well-prepared by the physio until two days ago when started to participate with the team," Hiddink said about Hazard.
"Since Thursday, he has been fully involved with the first-team training. So he's available.
"We have to be careful because of the recent injuries. I'm not sure he can play a full 90 minutes yet.
"We have to see if it's better to start or come in."
'It depends on the game and the toughness and intensity of the game. We will decide on game day.'
About Costa, Hiddink said: "he's not done much," said Hiddink.
"He was in yesterday [Thursday] and today [Friday] and will be available."
All eyes will be on Costa at the Emirate Stadium on Sunday after his drama with Gabriel Paulista in the first which Chelsea won 2-0.
The Arsenal defender was shown the red card in the first-half of that clash at Stamford Bridge after a brawl with Costa.
Costa remain on the pitch but was later hit with a matches band for his chest bump on Laurent Koscielny.
Hiddink however believes Sunday game is a brand new one and has nothing to do with the controversy of the last game.
"I haven’t seen the images. It’s a new game. I don’t think we take much from the past," Hiddink who was not in charge of Chelsea during that clash last year said.
"He [Costa] has big worth for us, and his focus has to be on what he is good at. He has done that but there are no guarantees because we are dealing with human beings not machines."
